DESIRED QUALIFICATIONS
A. EDUCATION
University education highly preferred in the following fields Economics, Business, Finance or related fields.
Strong computer trainingqualifications that will enable the incumbent to perform the prescribed functions satisfactorily Microsoft Power Point, MS Excel and MS Word.
Regression analysis and econometrics proficiency required. Statistical software such as SPSS, Stata or equivalent. Financial modeling skills preferred.
B. PRIOR WORK EXPERIENCE
Experience building databases, performing econometric analysis and financial modeling.
Experience producing technical reports and presentations.
Experience reviewing legislation and evaluating policy impact on program objectives.
Experience developing evaluation methodologies and indicators to analyze efficiencies and impact of investment programs.
Experience with project feasibility costbenefit analysis and risk allocation.
Experience working in the public sector.
C. LANGUAGE PROFICIENCY
Fluency in English and Spanish is critical. The project assistant must have a strong command of both languages that will allow himher to communicate with international investors and produce reports and presentations in both languages.
D. KNOWLEDGE
Econometrics proficiency required for the construction of models and policy documents for the quantification of contingent liabilities.
Knowledge of governmental laws and regulations as it relates to public investment at the different governmental levels.
Knowledge of best practices for data collection, evaluation methodologies, indicators and reporting.
Knowledge of best practices relating to project risk management.
E. SKILLS AND ABILITIES
Excellent interpersonal and organizational skills.
An advanced level of computer literacy in econometric analysis, MS Office products especially MS Word and Excel spreadsheets and PowerPoint as well as small network administration.
Highly organized, problem solver and able to work well in interdisciplinary teams.
Ability to communicate effectively with all levels officials of the US Government and Finance Ministry.

Ability to assist the OTA technical advisory program in all areas.
Ability to create and deliver econometric models, guides and training for quantification of contingent liabilities associated with PPPs.
Ability to produce technical reports and presentations to support the development of legal reforms, regulations and technical guides.
Ability to develop databases of historic infrastructure projects with key evaluation criteria.
Ability to develop an infrastructure project pipeline using prequalification criteria from a wide range of supporting documentation provided from government entities.

Translation of documents and interpretation of oral communication in English and Spanish, when necessary.
Availability to travel and provide interpretation support when OTA Advisors are conducting site visits and meetings with Ecuadorian counterparts.

POSITION ELEMENTS
A. SUPERVISION RECEIVED
Acts as a Financial Analyst in close collaboration with the Vice Ministry of Economy of Ecuadors Finance Ministry. The incumbent works under the supervision of the Project Manager and Intermittent Advisors when they are in the country. In the absence of any Advisor, the incumbent takes on the role of the Office Manager and reports on a weekly basis to the Associate Director. Communication is done by either phone calls or email.
B. AVAILABLE GUIDELINES
No ongoing operational guidelines although when working in the Ministry of Finance office, must be aware of and follow guidelines that apply to employees of this organization.
C. EXERCISE OF JUDGEMENT
Allocates own time. Make decisions in accordance with verbal or written directions. Prepares memorandum as directed by the Resident Advisor, Intermittent Debt Advisors andor the Associate Director. Coordinates itineraries of Resident Advisor and Intermittent Advisors to include meetings, travel arrangements and telephone calls. Time allocation and work organization are extremely important, especially in the absence of the Resident Advisor or Intermittent advisors.
