GENERAL OBJECTIVE:

Responsible for the quality of all EWB-USA programs. This position oversees all EWB-USA programming in Ecuador. He/she determines whether proposed projects meet the project quality standards of the organization. The Program Engineer is also responsible for providing technical assistance and training to volunteer chapters working on EWB-USA projects.

QUALIFICATIONS:

?Mid-level Engineer (civil, structural, hydraulic engineering), or related to construction works with a minimum of 5 years of engineering experience and a minimum of 2 years of experience in designing small scale infrastructure systems in rural settings in Ecuador.

?Knowledge of reviewing engineering documentation for quality, safety, appropriateness, and adherence to local and national engineering-related codes.

?Knowledge of best practices around community development and appropriate technology

?Advanced management of the English language, spoken and written.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

?Review project reports submitted by individual EWB-USA chapters to meet our vision, mission, development principles, and policies.

?Exercise engineering judgment to make timely technical decisions regarding project plans.

?Work with various subject matter experts to ensure that the proposed projects are of high technical quality and are serviceable at the community level.
?Review of reports for compliance with our Planning, Monitoring, Evaluation and Learning Program (PMEL).

?Contact EWB-USA chapters to guide them through the review process and provide feedback on their project.

?Manage programs to implement high-quality projects through the project process in a timely, efficient, and on-budget manner.

?Guide groups of volunteers and project engineers in the development of their projects, including:
ØIdentifying the general scope of the projects.

ØDetermining the appropriate order of tasks to follow.

ØDetermining the technical configuration of projects.

?Determining when a design needs to be modified and ensure the feasibility of the proposed modifications.
?At the request of Regional Coordinators or other staff, identify solutions to barriers to meeting the identified goals - including time goals, budget, commitments to partners or the community, benefit to provide, etc. - for any project that needs it.

?Monitoring projects by identifying barriers and solutions to meeting the goals each month.

?Provide technical and community development expertise to assist EWB-US students and professional members in the evaluation, design and implementation of culturally and technically appropriate projects.

?Support educational and training activities for EWB-USA members at conferences and in the development of educational resources and knowledge sharing.
?Support the continuous improvement of the project process and the corresponding documentation formats

?Support in the development of technical resources that facilitate the performance of projects.

?Assists with technical data collection by coordinating with field staff.

?Coordinates with the EWB-USA Senior Program Engineer to ensure teams travel plans, health and safety plans, and technical documents are complete and approved. Attend weekly meetings with EWB USA staff.
?Tracks project schedules.

?Develops locally appropriate design standard details, plan and report templates, etc.

?Advises chapters on local building practices and materials.

?Review of design documents submitted by individual EWB-USA chapters to ensure that the proposed projects are technically adequate and can be sustained by the beneficiary community,
ØThe technical adequacy of the design,

ØProject sustainability,

ØHealth and safety provisions of the project,

ØProject constructability and
ØThe appropriateness of the technology for the proposed application.

?Communication with the EWB-USA chapters to discuss with them their proposed projects at strategic points in the project and guide them in its development.

?Provision of technical and community development expertise to assist student and professional EWB-USA members in the assessment, design and implementation of their projects.

?Approve/decline travel on a project after reviewing chapter travel applications for appropriateness of the scope of the project and of the experience of the team members intending to travel.
?Assist in technical vetting of project requests and creation of proposed scopes of work for presentation to the Application Review Committee.

?Document all decisions in the EWB-USA organizational project records system to support monitoring and tracking of project status.

?Develop and deliver educational and training materials to EWB-USA project teams working on Design & Build Programs.

?Interact and communicate effectively with a broad range of diverse stakeholders with differing interests.
?Collaborate with EWB-USA staff from other departments to evaluate, update, and develop organizational policies.

?Advocate EWB-USA’s community-driven development approach with various stakeholders including other staff, members, donors, and partners.

SUPERVISORY RESPONSIBILITIES:This position supervises the Ecuador Field Engineer.
