EDUCATIONUniversity education highly preferred in of the following fields: Economics, Mathematics, Business, Finance, Law or related fieldsputer training/qualifications that will enable the incumbent to perform the prescribed functions satisfactorily: Microsoft Power Point, MS Excel and MS Word.Econometrics proficiency preferred.B. PRIOR WORK EXPERIENCEExperience in working in the area of government financial management.Experience working on technical assistance / development projects.Experience in working with Public Debt Officials / Finance Ministry (preferred)Experience in office managementAs necessary experience providing translation and interpretation support in English and SpanishExperience in public contact, in particular contact with top government officialsAt least three years general office environment activitiesC. LANGUAGE PROFICIENCYFluency in English and Spanish is critical. The project assistant must have a strong command of both languages that will allow him / her to provide accurate and quality interpretation during meetings and when required, workshops and on:the:job training sessions. The project assistant will also be called on to quickly turnaround translation requests.D. KNOWLEDGEEconometrics proficiency highly preferred: construction of models for debt sustainability and/or other debt management functions.Proficiency in administrative proceduresProficiency in appointment managementProficiency in coordinating meeting arrangements, including follow up with participants to confirm availabilityand meeting agenda.E. SKILLS AND ABILITIESExcellent interpersonal and organizational skills.An advanced level of computer literacy in MS Office products (especially MS word and Excel spreadsheets and PowerPoint) as well as small network administrationAdministrative skills and abilities; being good with details and activity logisticsFamiliar with telecommunications, video conferencing, and office tool coordination (computers, phones, copiers, printers, etc.)Ability to arrange conferences/workshops/meetings with participants and make all logistical arrangements without supervisionAbility to communicate effectively with all levels? officials of US Government and Finance Ministry.F. KEY PERFORMANCE AREAS/OUTPUTSAbility to assist a technical advisory program on debt issuance and management;Ability to create and use modern econometrics models, as needed;Coordinate meetings/workshops/functions;General office administrationTranslation of documents and interpretation of oral communication in English and SpanishManage appointmentsCo:ordinate arrangements pertaining to visitorsAssist with travel and accommodation arrangements, when requiredAvailability to travel and provide interpretation support when Advisors are conducting site visits and meetings with Ecuadorian counterpartsAvailability to travel with delegates to conferences/meetings/workshops, to various locations within the region, when requiredPrepare reports on a regular basis on multiple projectsMaintenance of historical and office filesSubstantive representation of the program during absence of the Advisor.Handle confidential documents with utmost discretionG.
